TANET 2007 and ICT in Taiwanese Schools

From the 22nd to 27th of october 2007 my head of the Ministry of Education (Helmut Stemmer) and me were invited to pass a week in Taipei to meet “e-Learning” - collegues of the Taiwan Ministry of Education, to visit schools and universities and to take part at the TANET Conference.

My first intention of writing a diary every day was an illusion: We were busy all day long an even during the evenings: dinner - meetings and invitations with collegues (with the result of a nice souvenier of 4 kilos plus on my scales at home in Vienna) - and visiting sights as the 101 Tower or one of Taipei’s Night Markets.

Revue:
Monday: After a short sightseeing tour in Taipei in the morning, we were invited by Vice Director Mr. Han at the Computer Center of the Ministry of Education.
We discussed the White paper on digital education (Version 2007) and I was impressed by Ms. Ai-Pao Tu’s presentation on “Introduction to ICT Education in Taiwan” including the Six Major Learning Webs, and their characteristics (just to think about):

The major learning webs:

• Life Education Learning Web
• Humanities and Arts Learning Web
• Nature and Ecology Learning Web
• History and Culture Learning Web
• Health and Medical Science Learning Web
• Science Education Learning Web

The characteristics:

• rich digital learning content
• diverse presentation methods: animation, colored books, comics, bookmarks, videos..
• fun teaching design: question orientated learning, game-based learning, virtual experiments, simulated animations…..
• specielly-designed learning activities: creation fields, explorative learning, experience camps ecc.

We presented our Austrian eLSA Project.

At the Graduate Institute of Information and Computer Education of the National Taiwan Normal University we discussed teacher’s education and changes in teaching.

In the evening we were invited to a dinner by Mr. Pei-Lin Tsau ( Bureau of International Cultural and Educational Relations of the Ministry of Education) .

Monday, Wednesday:
TANET07 (Taiwan Academic Network) Conference. e-Education was one of the most important topics of this conference. We were invited to present Austrian projects on e-Learning during a workshop. We took part on several interesting discussions with representatives of the Taiwan Ministry of Education.

Thursday:
“Green-e-Learning” in Taiwan
We visted the “Geng Fang “ (Ilan) and “Jian An” Elemetary Schools, both schools in the countryside. The foucs of these schools for children aged 6 to 12 is ecology and to learn how to protect enivronment and nature. The pupils are used to work with litte tablet notebooks. We changed our experiences on students centered learning, teachers training and networking and implementing open source software.

Friday:
“Jen Mei Elementary School” (Taichung) and Junior High School Hsinchu.
We were received with student’s concerts in both schools, visited the classrooms and had intensive discussions on teaching with our collegues.

We were deeply impressed by the hospitality at the schools and institutions.
These “seed” schools, of course outstanding expamles of a new teaching culture, are highly supported by the Taiwanese Ministry of Education.

Deutsch:
15 Stunden Flugzeug , Ankunft um 8 Uhr früh, gleich Sightseeing mit unserer ständigen Belgeiterin Minna bis Mittag, und nach dem Mittagessen und zum ersten Mal 20 Minuten im Hotel das Arbeitsprogramm. Siehe Oben!

Die Themen waren so interessant, die Menschen so gastfreundlich und herzlich, dass die große Müdigkeit wie weggefegt war. Das Abendessen mit Kollegen aus dem Unterrichtsminsterium , der Universität und Lehrern (8 Leute) in klassischem chinesischen (taiwanesischen?) Ambiente, wird ein unvergessliches Erlebnis für mich bleiben: Nicht nur wegen meines Kampfes mit den Stäbchen und den “überraschenden Geschmäckern” des neungängigen Menues, sondern auch wegen der unglaublichen Heiterkeit und Kommunkationsfreudigkeit aller Beteiligten.

Dienstag, Mittwoch: TANET
Donnerstag und Freitag: die beeindruckenden Besuche von “Muster-” bzw.”Seed” Schools (eLSA??) rund um Taipei.
Strahlende aufgeweckte Kinder, junge motivierte Lehrer, Käferlarven im Laub und Hühnerzucht im Schulhof sind gleichwertig mit Lapotps in den Klassen. Ökologisches Denken in diesen “Schmetterlingsschulen” und umweltbewusstes Handeln gleich vor dem Klassenzimmer und ein Blick hinaus in die weite Welt mit Hilfe modernster Technologie, ist für die Kinder in diesen Schulen selbtverständlich. Es sind nur einige wenige Schulen, wo diese neuen Konzepte mit massiver Unterstützung des Unterrichtsministeriums umgesetzt werden können. Aber immer mehr Schulen und Lehrer erkennen die Zeichen der Zeit auch in Taiwan und unterstützen die Kinder beim Eintritt in die Welt der Wissengesellschaft… ohne Grenzen aber mit viel persönlicher Verantwortung.

Am Montag Nachmittag beim Tee wurde ein kleiner Teller mit “Sachen” serviert. “Oh, ein Stück Nougat!” Ich steckte diese wunderbare, dekorative Süßigkeit als Ganze gleich in den Mund. Süßigkeit? Es war ein Stück in Soja eingelegtes, hartes Ei. Ich musste immer wieder daran denken, wenn ich bei Gesprächen diesen “Aha-Effekt” hatte: Genau wie bei uns. Aber ist das wirklich so? Ist das, was ich verstehe und sehe wirklich dasselbe was die Menschen, die mit mir sprechen, auch meinen?
Daran sollte ich aber auch hier zu Hause denken, oder?

ICL, Villach 2007

From 26th to 28th of September I took part in the
ICL conference in Villach. The focus of this international meeting was on Mash up Technologies, Collaborative Learning Environments and ePortfolios.

There was a broad range of topics as well as in the keynotes as well as in the workshops. The presentations ranged form Chandima de Silva ( University of Kelaniya) who told us about the difficulties of implementing e-Learning in Sri Lankas Universities and schools - difficulties sometimes caused by a lack of electricity - and on the other hand Taisir Subhi Yamin who presented a programme, called Renzulli Learning, for highly talented and gifted learners.

My favourite keynote was held by Daniel Ulf Ehlers (University Duisburg) on quality and standarisation in e-Learing.

Friday morning I presented our Austrian Projects eLSA, eBuddy and edumoodle (see EDEN Napoli) and in the afternoon my colleague Peter Micheuz presented - in a very amusing way - results of his latest research work on ICT in Autrian schools.

The Autrian focus lay on e-portfolios represented by Salzburg Research and Donauuniversität Krems.

While listening to alle these interesting speeches, I sometimes had a look at my laptop to see whether my pupils in Vienna were working on the e-Learning platform: and I was happy to see them talking and arguing  with their collegues in Italy on the topic “principe azzurro e principessa azzurra” in our moodle forum. I’m sure, there was much more interesting communication going on  between the students on S kype ore msn… but this is their world… and not mine…

The role of teachers and teaching itself is changing. But I am not so sure, whether it is the policy makers who can enforce this change. I think there is no top-down but a bottom-up movement. Not our students are the target group for innovation in learning, but we teachers are and maybe, in the future students will create their own learning environments and we teachers will be invited to “come and see and participate and collaborate”.
